on your request i am sending you the following statement:
1. I met with dr. Alpo Rusi, Deputy Coordinator of the Stability Pact at the Conference in Podgorica on February 15-16, 2000. One of the the organizers of the conference was the East-West Institute from New York and its director, Mr. John Edwin Mroz.
2. I participated at the conference in the capacity of the foreign policy advisor of the president of the Serbian Renewal Movement, Mr Vuk Drašković, one of the leaders of the democratric opposition in Serbia. Mr Drašković at that time was two times target of the assasination attempts. First time in the fall of 1999 when his car was hit on the highway in Western Serbia by heavy truck and four people in his company were killed. Second time in the spring of 2000 when he was wounded by gun shots at his home in Budva, Montenegro. Investigation that was conducted after the fall of Slobodan Milošević indicated that both attacks were organized and condusted by Milošević’s secret police.
3. Because of the emerging physical threats against opposition leaders I asked Dr. Rusi at the forementioned conference to make an appeal to the EU foreign Ministers through the Finnish Foreign Ministry that in case any of the opposition leaders were killed, the murderers would be considered as war criminals.
4. Dr. Rusi accepted to convey this message to the forthcoming Finnish foreign minister Erkki Tuomioja as soon as possible (the following week).
